This is the source of the Temp-xxxxxxxx users. Each source is not dependent on the other.
1) Even if the software is in Registered ID mode, if the VAC does not have a synced Employee list it will behave as if it is in AnyID mode.

This setting will have an impact to the above mentioned source.
2) If the software is in Registered ID mode, and it receives a usage record from a Badge (Access ID) that is not in the software it will automatically create a Temp-xxxxxxxx user and assign it to the All Access group. -
Similar as the behavior in AnyID mode, but it creates Temp-xxxxxxxx in place of User-xxxxxxxx
